    I wanted to give us much information as possible here so that any advice would be based on a realistic understanding of the situation. I would have included all of that detail in the letter too (actually, I would back up everything with written records from email and not included anything not backed up in writing.) But I guess I'll just make the letter short and to the point.

    I won't bother mentioning that I couldn't move in because clearly there's so much grey area there ("you could have done it this way or that way") that there's no winnable argument.

    Edit: just to be clear; how would you end a complaint letter after outlining the problem?

    I would mention it, and if they kick it back and say 'well actually' then fair enough. Just say 'this caused delays to me being able to move into the property and has caused me additional expense.'

    Me? probably 'thank you for your consideration of these matters and I await your reply' but then I'm not a great letter write. I'd probably just put 'thanks bye.' :P
