wrong , it states a reasonable time on entry and a minimum 10 minutes on exit

its amazing how many people argue this point , usually as they dont read the up to date CoP
ignoring the 1 minute difference , the info in the post by Iamemanresu is correct and it your case , applicable0 -

Have you complained to the managers at any of the stores that you visited?
I recently had an interesting chat with the manager at my local M&S who told me that all the stores on that particular retail park have written into the lease/contract that any shop manager can cancel a parking ticket.

you must be looking at an old CoP, like I said earlier
the new one is dated oct 2015 and is version 6 , due to the new POPLA being introduced and it is that one that they would refer to in all Ombudsman appeals
the title of the downloaded pdf tells you the details of its issue date and version
section 13 has been amended as regards GRACE PERIODS
please download it and read it

Perhaps the BPA should be taken to task for not making it clear to its membersImplications of the 10 minute grace period were discussed and the Board agreed with suggestion by AH that the clause should comply with DfT guidelines in the English book of by-laws to encourage a single standard. Board agreed that as the guidelines state that grace periods need to exceed 10 minutes clause 13.4 should be amended to reflect a mandatory 11 minute grace period.This is a system account and does not represent a real person. but the previous one is oct 2014, so their site currently says

so as this seems a recent case, I would say oct 2015 , v6 is current and the OP should be using it , but in essence even if its 10 minutes and not 11 minutes your point about the total being relevant was valid, plus the PPC anpr cameras detail time on site , not time parked
so the time WAITING in the KFC queue where their progress is blocked by the cars in front who are also waiting is not "parking time" , its time "on site"
so remove all this faffing around and time to depart and the parking time is lower than the maximum time allowed, ergo the popla appeal succeeds0 -
Thank you for all your help guys. Finally got my letter through from PE with their tail between their legs. Thought I would have got a quicker decision but got the right decision which is what counts.0

Great, so PE did not contest the POPLA appeal again! They do that a lot, when they see a decent appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
