Scammed, well nearly but charges

I went to the bank yesterday to withdraw some money for the shopping but when i got there was declined. I got a statement and found over £700 missing.
Called Phone banking who told me that Paypal have requested over £800 from my account and if i know nothing about this i need to call paypal.
I called and they cancelled the transaction from a scammer. Refunded it straight away.
Had a look in my bank today and not there. Called the bank and they have said i need to wait for it to clear from paypal which can take 15 days. Not good. Asked about other bill that may come of and if i go overdrawn i will have to pay the fees.

Can they do this as not my fault?

More importantly what steps have you taken to secure your information? If hackers had gained access to your paypal account you need to find out how, either you've fallen for a phishing scam or someone has guessed your password. You need to be ensuring your online safety, ask over on the techie board about a deep clean on your PC to make sure you don't have anything nasty lurking.

Then change all your passwords again, not only for paypal but anything that goes through your email accounts - as I assume you never saw anything from paypal come in so hacker may have changed the email.

Got all the passwords changed etc and done all that. And as for bank costs Paypal are covering it.
