    Other will advise whether you can avoid the 15% charge. I guess you have moved house?

    Looks like Dragon Oil was bought, and delisted in September.

    Presumably your shares were forcibly sold, and they just want to give you the proceeds, minus 15% admin charge.

    In 2014 and 2013 (at least) Dragonoil paid a dividend as well.

    So you are owed both the sale price of the shares and the missed dividends over the years. Capita Asset Services, Shareholder solutions (Ireland) handle the dividends as well.
