Driveway design and surface water flooding

We moved into our house recently and local knowledge meant I knew surface water would be present in heavy rain, but the house has never flooded etc and no flood maps show this.

Our drive is a bit of an odd design that we would like to change anyway, but I am aware you need to use permeable materials and such now. Most of ours is paved (and probably 15 years old +), and we don't want to remove this, but make adaptations. Essentially, the drive is about 2-3 bricks higher than our house, so verging on level with out damp proof course and I am concerned that in prolonged wet weather, the water may creep onto our property. and drain down right next to the house (which has air bricks).

Are their restrictions regarding what I do to stop water encroaching close to my house? Some of the neighbours have little ramps they come down to access their drive (just how they were originally designed I think, our house is worst for the surface water and our drive has essentially been built up to the pavement level), but would I be allowed to do something similar, or do I need to ask permission?

Not really sure where to start with this. The road is busy, two car crashes in one week that I am aware of alone practically outside my house and pedestrians are actively running down the street so as not to get splashed with water. Thankfully I haven't had to go out when the water has been there...
