All 084, 087 and 09 numbers are premium rate. The call charge has two parts. Since 1 July 2015, these two parts are separately declared.

You pay an Access Charge to your landline or mobile provider to connect and convey the call, just as you would pay for any call that you make.

You also pay an additional fee, a premium, called a Service Charge that is passed on to the telecoms provider that runs the non-geographic number. This fee pays for, or otherwise subsidises, the chargeable service that you made use of.

The international dial-through provider must declare their Service Charge and must make you aware that your landline or mobile provider will add their Access Charge. The Access Charge is the same for all 084, 087, 09 and 118 numbers.

From landlines, the Access Charge will be between 5p and 12p per minute depending on which provider you use. From mobiles it will be between 5p and 45p per minute.

If your provider charges a high rate for the Access Charge, you'll need an alternative method.

If you have inclusive calls to 01, 02 and 03 numbers look for an international dial-through provider that offers calls through an 03 number without needing any extra payments. The calls will then incur no incremental cost. Available destinations are usually European landlines, plus a small number of destinations further afield, and only during the daytime, Monday to Friday.

If you have inclusive calls to 0845 or 0870 numbers, you may be able to find a dial-through provider that can be called using that allowance. Terms and Conditions usually exclude numbers used by dial-through providers but some services may still count towards inclusive allowances.

Failing that, you will have to use an international dial-through provider where you set up a separate international account and pay a monthly bill. Access is usually via an 020, 03 or 080 number. Some landline providers still allow calls via an Indirect Access Number starting with a 1. The most well-known services are 18185, 18866 and 1899, all run by the same company.

A small number of international dial-through providers have a system where you can top up in advance by making a brief call to a premium rate number. The premium number has a high Service Charge, such as £5 per call, and this is the top-up value.
