help with a t mobile data problem

in Techie Stuff
ive got the data card from t mobile and im using vista premium. i was told by the chap at t mobile to download a file from there site. https://www.t-mobile.co.uk/data card help tmcc version 2.1 vista. but i cant find the file to download to my pc.im not that well up on stuff like this. any help would be great.
