problem after rolling back to windows 8.1

trying to re install classic hell after a roll back to windows 8.1 from 10 and when i try to install it i get a message :
'the feature you are trying to use is on a network resource that is unavailable'.
when i browse for the installation folder i downloaded to my desktop it does not show up at all even though i see the icon on my desktop.
i have tried right clicking the icon and selecting 'run as administrator' but this makes no difference.
any ideas please as this worked fine before i upgraded to win 10?

EDIT: if no difference ensure that the original classic shell has been removed

I don't know what you used to download it but if you can't get at it on the desktop an alternative may be on firefox you can install a downloaded application by clicking on the black arrow in the toolbar then on show all downloads then on the .exe file in that window.0

running the microsoft link you posted i was then able to complete the uninstall of the previous version of classic shell fully so that the updated version installed without a problem.0
