UKCPS charge for "leaving site"...

Sorry for yet another of these posts, but having read through reams of posts I'm now more confused than when I started. I would welcome your thoughts...
Today I received a NTK stating my vehicle was parked and the driver and/or passenger were seen to "leave site".
Apparently the appeals period is over as a ticket was afixed to the vehicle (news to me) and I now owe £100.
I have penned the following response,
To Whom It May Concern,
I was surprised to receive your letter reference XXXXXX.
I initially dismissed it as a scam, as I am not aware of any parking violations, however given the presence of my personal information in the letter feel the need to respond.
Having studied the letter, it appears I am being informed of a charge you do not believe I can appeal as a certain amount of time has passed. How though, am I to appeal a charge before being made aware of it? Neither I nor any other drivers of the vehicle have received a "Notice to Driver".
Please provide further details and evidence of the alleged incident, including the means to identify the driver or passenger you "observed leaving site". I can then ascertain further details from them.
Further, please advise how a charge of £100 for "leaving site" (what does this even mean?) is neither "unreasonable or used as a penalty".
Please be aware that if I do not receive a letter fully addressing all the points above and providing the requested information, I will be contacting both the IAS and CAB without further discussion, and will consider any further correspondence from yourselves or your agents harassment, and pursue this accordingly.

Neither I nor any other drivers of the vehicle have received a "Notice to Driver".
At least you seem to be on the ball with this with the nature of your challenge. They will, of course, evade your questions, but that only weakens their case. While UKCPS very occasionally do court, they normally stick to easier cases like disabled space abuse. They know they wouldn't be able to make a case like yours stick.
P.S. Beware of advice coming from people with very low post counts (and even lower 'Thanked' counts) who seem to be dispensing such pearls of "wisdom" all over this forum.0 -
Did the paperwork mention v.a.t.? If not, this company may be trying to avoid tax. More reading here

Worst advice I've seen on here for a while now.
For so many reasons...
1. DO NOT ask for a NTD stating YOU didn't get one (i.e. admit to being the driver).
2. Appealing to the IAS is a waste of time and you cannot possibly win an appeal with their system.
3. Complaining to the IPC about the IAS would be a wasted stamp. You could simply put the two letters in the same envelope, as they are the same people.
4. Pay a NtD from UKCPS? Why on earth would you do that?Je Suis Cecil.0
