Those so-called fines were almost certainly not enforceable, as it happens.0 -
House we rented had allocated parking bays but we were told by the landlord it was just a car park and first come first served - luckily when he was showing us round our next door neighbour came and asked the landlord to move his car out of her allocated space! So sometimes even the landlord doesn't know let alone the agent!0

That needs a bit of qualification in this context.
The OP signed an AST (a contract). It may contain terms about parking.
Whilst they would not be 'fines', they could be legitimate charges which the OP agreed to in the contract they signed.
... but, as you suggest, if there were no such terms in the contract, the OP might have had grounds to challenge the charges.0
