Yes, I believe it is something to do with subsidance. Apparently he has told my friend that his builders insurance does not cover it. Could this be right? I thought all insurance covered subsidance.
I so want to catch this guy out.

I'm not sure what you want to achieve. If it's to establish whether the building is suffering from subsidence and if his insurance covers it, then he should simply call the insurer and explain the problem. They will take it from there and advise if there's subsidence and, if so, what they will do about it.
If you are more concerned with catching the other guy out .... then it's difficult to see what he is gaining from this. Without any "gain" then he may not be guilty of anything - other than being a bad friend.
IMHO the best way to deal with this is address his angle of attack i.e. to establish if there is a subsidence problem. Your friend should do this via his insurance company. If there is no problem, then your friend has the perfect excuse to deflect all future enquiries from this "doctor".Warning ..... I'm a peri-menopausal axe-wielding maniac0 -
You can sell a house with subsidence problems. Admittedly not to anyone needing a mortgage, but auction would be a swift route to sell it if you cannot raise the funds to carry out the work (if indeed, it weren't covered by buildings insurance
)
