Payplan keeping post closure ppi

Hi guys. Ok some help needed if possible.
1. I had an IVA.
2. Payplan tried to claim PPI from Barclay's in 2011
3. Barclay's told payplan no money was owed and the case is closed.
4. Payplan did not appeal.
5. I completed my IVA and have my completion certificate since 2013
6. A month ago Barclay's wrote to me saying they decided to re investigate and have awarded me £3000
7. Because the last address they had on file for me was payplan they sent the check to them.
8. Payplans refuse to pay out saying it was a pending claim, which it wasn't since Barclay's back in 2010 said no money is to be awarded.
9. I sent payplans evidence of my completion and that it was only re investigated last month but they have ignored me.
10. Payplans today sent me a cheque for 8% which I have not cashed.
Is the law on my side here and is it worth going to the fos? Thanks

You need to complain to Payplan, before you complain to FOS.0
