Affinion Scheme & PPI

Help! Please, with two enquiries!
I've recently received a letter from Lloyds Bank about a claim I made apparently to the Affinion Scheme of Arrangement whereby I've received a rebate of £242.00. I had thought the Affinion Scheme was only relevant to the Sentinel group and various schemes it managed. I've now received a letter from Capitol One relating to a previous complaint I made with them in relation to PPI. Although that claim was rejected initially they've now said they've reviewed their process through which I'm due a refund of £143.00.
Are the Affinion Scheme and PPI two different things completely? Why have Capitol One reviewed their process - is this through a change in legislation whereby all lenders are having to review PPI policies?
