CM does not stop because of CM not being a qualifying benefit anymore. Even though its a trigger for CM, you can still claim CB and pay back via SA so that CM can be claimed.0

As child benefit stopped because of step dads salary, would that be why csa stopped?

Then they may have to pay fees, unless they're doing one of the courses listed in this information.

It's important not to confuse the eligibility criteria for child maintenance and child benefit. While closely aligned, they are not interchangeable. This is the link to the child maintenance eligibility page on gov.uk.
