CM does not stop because of CM not being a qualifying benefit anymore. Even though its a trigger for CM, you can still claim CB and pay back via SA so that CM can be claimed.

Csa stopped at 16 but now they are no longer living with nrp.

Only very rarely - they'll probably have to wait until September 2016. How old will s/he be then?

CM can be payable until 20 years of age if child on a qualifying course.

I'm sure I read that if they aren't enrolled on a qualifying course by their 19th Birthday then cm doesn't apply. May be wrong.

Then they may have to pay fees, unless they're doing one of the courses listed in this information.

It's important not to confuse the eligibility criteria for child maintenance and child benefit. While closely aligned, they are not interchangeable. This is the link to the child maintenance eligibility page on gov.uk.
