Council tax for old address in annex

Hello, I was recently contacted by the new owner of a house where I rented an annex for a few years. When I lived there the owner said all bills including council tax were included. I no longer have my contract as this was about 4 years ago. The new owner has tracked me down and said he is renting the annex out but the council has now said there is no planning permission in place for the annex to be rented out, even though their tenant has been paying council tax for two years! The new owner has asked me to arrange with a solicitor to witness my signing a statement stating I lived at the address for four years. He said he has asked the old owner (my ex-landlord) but he doesn't want to help.
My question is if I sign such a statement is there a risk I could be charged for the council tax for the period I lived at the annex?

It would be dangerous - as occupier, you would be top of the pile to be chased for CT debt.0

If the Valuation Agency band the annexe as a self contained property for the period in question, then yes.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
