Is there any point in me challenging this parking charge notice?

Thank you. Yes, I'll do a screen shot to show the date and time the email was sent, and will print out and post a copy tomorrow. I think I've been confusing the deadline of 28 days to make my challenge with the 14 day time limit for making payment of the PCN at the reduced rate!0

Many people do.
The idea is to use the 28 days to research and submit your appeal. If this doesn't work then you make a second stage appeal then await the 100% reduced rate.
Don't forget to post from a Post Office, first class and get a sir-stickyfoot of posting.

I'm afraid I'm back again! I've now had a response from CE rejecting my challenge to their PCN, and giving me a POPLA code. One of the people who responded to my earlier posts kindly suggested I should come back for further advice if this happened.
Although the driver of my car was quite certain that they had paid the fee to park in the car park through their mobile phone app, there is no evidence that this was processed, so my only reason to appeal to POPLA would be that the time scales in POFA 2012 were not followed, and the PCN was sent to me as the registered keeper of the car outside of this time limit.
Any further advice will be very gratefully received!0 -

incorrect
as well as including those 2 appeal points you would also include various other appeal points , like
No landowner contract
incorrect or poor signage
UTCCR failures
any other pertinent factors
read the popla post in the NEWBIES sticky thread and click on the links for the examples that are linked by coupon-mad, so you can adapt and plagiarise those into a suitable draft appeal for this pcn at popla
this can be attached as a word doc or a pdf to your popla appeal
but first, check the popla code is valid and check its expiry date as well
you said in your opening post that you had read the NEWBIES sticky thread, clearly not if you still havemt digested the popla aspect, please do so now0 -

most people get confused by it, its not an easy topic, which is why we recommend that people study it front to back, side to side , upside down, a dozen times until they could recite it as well as the lords prayer or some similar ditty (or SHE LOVES YOU by the Beatles for that matter)
also clicking the hyperlinks in blue will take you to various posts and examples of previous threads that are deemed important , so a quick skim read and deciding its "too hard" isnt good enough , sorry
its either a DIY , defend yourself for free using the best advice available, or pay a pro to help you, or pay up , we prefer the first option of defend thyself , but this means becoming conversant with all the spiel, its how the rest of us got started and by sticking around , reading and learning you become better at dealing with these matters, plus you could save yourself a potential 15 hours of paid work at minimum wage0 -
I've just had a reply from POPLA to say that Civil Enforcement do not wish to contest my appeal, and so I don't need to pay the parking charge notice. What a lovely Christmas present! Thank you so much to everyone for the advice given, and merry Christmas to you all.
