So, any further advice as I am totally confused now?0

OK, so it looks like we will have to just try and convince ECP that this was an admin error by the car park owner, as they are washing their hands of it even though it was their fault. I don't have the stomach for just ignoring letters threatening us with legal action so we might even have to pay it and claim it back or something. Really !!!!ed off at this !!!!!!0

no keeper liability in Scotland, so even if the keeper appeals it, if its not cancelled the keeper can ignore the debt collectors who have no authority whatsoever
the PPC can only chase the driver (if known)0 -

Oh give over - don't post defeatist rubbish like that here please. Anyone can ignore some letters - do you also pay Nigerian email scammers as you don't have the stomach to ignore or delete those? Jeez, people in Scotland would need their heads examining to pay these and would be funding the company's scam against the next person.
Don't expect us to condone that.
BTW, didn't realise you were in Scotland - please edit your thread title so it's clear. I've edited where I said to appeal because you don't appeal in Scotland.
YES you can ignore the laughable letters, come on! The entire BORING letter chain is commented on and linked everywhere here (too often, we never want to see it again please). People have ignored it for a decade.
Here's an Ireland thread like your situation; Scotland is the same:

Well, that got a reaction anyway.
Thanks for the advice and all but I think you need to tone it down a bit. I came thinking I would get friendly advice, not lectures and condescention.0 -
The advice can be a little dry here at times, although thats probably down to the nature of the beast, especialy when faced with countless help ive been fined type messages from new posters.
If you really want to get this whole thing sorted then your best bet would be to go for the univeristy.
Its clear from your first post that the whole situation is caused by a combination of the University incompetence and the standard antics of the Parasitic Parking Companies.
Ifv you are the registered keep you should send a strong letter of complaint to the university, and demand that they instruct their agents, for whose antics they are legally responsible for to cease and desist sneding you these letters, this could also be done if you are not the registered keeper.
Although you may not like the next bit, one way to put a stop to this would be a put up or shut up to the university.
Dear University, on the DATE, Vehicle registration was issued with a parking charge notice ( then outline the issues mentioned in your Original Post )
As there is no liability towards you or your agents (Euro car parks) i am now demanding that you instruct Euro car parks to cease and desist sending any threatening letters asking for money or to send court papers.
Any communicators from your agents ( except for genuine court papaers ) will/may be taken as harassment and I/We may also charge a fee of £19 per hour ( or part there off) to yourselves as principal in dealing with each letter received fro your agents, Euro Car parks or anyone else acting on their behalf, You have 5 working days to respond to this letter. From the Plain Language Commission:

Hi Half_Way and thanks for your reply. That's kind of what we've done already, i.e. written to the university (minus the charging a fee bit), but all they do is pass it on to ECP, saying that all complaints must go via them. They just ignore everything that we say in the message. But that will probably be our next tack, i.e. if it is not sorted and we get any more stuff from ECP asking for money we will charge them for harassment etc, and see if that gets a better response.0

You got advice telling you to ignore. C-M is the expert who spent hundreds of hours of her own unpaid time researching and creating the NEWBIES thread. She made a mistake reading your post and missed the bit about you being in Scotland, but has corrected that error.
For you to say you are going to ignore the advice of someone who has spent so much time and effort into giving it must feel like a kick in the teeth to her. I know I would be upset if I had spent all that time trying to help somebody for them to say, I'm not going to take your advice, I am going to pay someone so they can scam some other poor unsuspecting soul.
The parking ticket thread is often fast moving and nobody here can read every post in detail and reply in even more detail. It's just not possible, so please be a little more understanding of the hard work the regulars put in to give free advice for those that need it such as yourself.
If that means a curt response, then so be it. Better someone is a bit miffed by the words on here than ending up in court because they didn't get a nice gently worded reply.I married my cousin. Alexmi - Stop treating this sh*te so seriously.
File any letters away in a drawer and then forget about them.
I have a drawer full of such cr*p I and my family have collected over the years and it's a family joke.
This is Scotland we are talking about here for God's sake.
Ignore all correspondence - except genuine court papers, which will arrive the day after hell freezes over - or pigs fly if you prefer.
You've complained to the landowners - they don't care = so forget them.
End of - move along please, nothing further to see here.0 -
Another issue is that many of the companies that allow these parasites to operate on their land will try and pass the buck with a nothing to do with us mate, you need to contact our contractors.
However these types need to be reminded that it is everything to do with them, the PPCs are ( in almost all cases ) their agent, and as such they are responsible and liable for their actions.
It may take some reminding, but once they are made aware of their responsibilities things can change.
You can charge them per letter, but it would be reasonable to give them warning, and remind them that they are the principal and Euro car parks are the agent.
Another angle of attack could be, as they are a university to FOI them and get them to release the full un-redacted contract with Euro.
It may also be worth looking to see if the terms Fine, penalty or deterrent are used anywhere in the university's paperwork, signage or website as this will be useful should you wish to raise a complaint and take things further. From the Plain Language Commission:
