Bank accounts for a15 year old

Hi, my 15 year old son has severe learning difficulties and physical disabilities.
I recently enquired about opening a bank account for him with Lloyds. I would have to manage his money for him and he would also be unable to sign. He can write but in very large shaky letters. The manager said she would make some enquiries and get back to me.
She rang this morning to say that I needed to get a court of protection order for now and then at 16 get a deputyship order.
Has anyone any info regarding all of this? I've had my head in the sand with regard to the future but it seems it is being well and truly removed whether I like it or not.
I'm a full time carer for him so am worried about the cost of it all as well.

I think it depends on what bank account you want, I'm just looking into this myself, however my sons do have a children's bank account, which I have joint name on and I do all the paper work and signing, this will not change until they are 18 years at which point I would need a court order.0

I just want a standard bank account. We are going on holiday next year and I'm trying to encourage him to save for some spending money. The money is currently sat in his piggy bank. I wonder if he is too old to open a child's account and that's the reason the manager said what she said?!
I presume if we tried to open one now he would have to sign.0
