    tell us the primary issue and maybe we will understand.

    firect payments are really do different to being given services.
    the only difference is that YOU choose who you receive the services from.

    i think the co funding issue is the bit that is confusing. eavch council has its own rules regarding how much an individual is required to contribute, and how they reclaim that amount.

    as i said previously ... my council pays the full amount into a separate bank account. this is used exclusively to pay my PA, pay for payroll and pay for insurance.
    they then bill me for my contribution.

    it appears your council deduct this amount from the direct payments before they are paid. this would leave an outstanding amount that you would need to pay directly to the service provider.

    that much is clear.
    i dont understand why you think this is different from paying your sons contribution directly to the council
  • say your services are £450 a week and direct payments are £550 a week.

    Take off the contribution and you still have money left over.
    Does this not mean then that direct payments are covering the contribution?

    no .... you still have to pay your contribution.

    my direct payments come to more than my weekly costs. that is held as a contingency.
    if there is any equipment i need, or if i need extra services at any time ... this excess budget pays for it.
    i still have to pay my contribution.

    otherwise the council would be totally funding me, whereas i have been assessed to pay £143 a month towards the cost.

    if the amount held in the direct payment account exceeds 1k, the council take the extra back.

    this money has to be spent in a very specific way, with checks made every step of the way.

    this money isn't your sons. it is solely for services required and nothing else.
  • Yes i know it is not his money.

    I clearly understand what the budget is to be used for and that if he ever received direct payments he would need a bank account and have to ask before any services or equipment were purchased and receipts would need to be kept.
    We were given a carers budget so i dont understand why we were not financially assessed for that.We asked council just to add it to our sons budget to give him extra in case it was needed.Why cant the contribution be taken from that?

    beauxe that is money that you have been awarded for specific reasons.
    jpw would your son be contributing towards his own care if he just paid them some of their own money back?

    the whole point of co funding is that the person that receives the care helps to pay towards the cost of that care themselves.

    i can't see that the council would allow him tp pay his contribution from their money.
    this would mean that he wasn't paying any contribution at ai receive ESA support group and DLA mid/high.
    i have been assessed to pay a contribution of 60% of my DLA care ( @143 a month)
    this is, after all, what DLA care is paid for. to be able to afford the care you need.

    leaflet states the assessed contribution will be deducted before the payment is made to you.

    i can only speak for myself.

    my council [ays funds into the managed bank account to cover my budget in full.
    they then invoice me for my contribution every 4 weeks.

    I've never heard of payment being made differently, but am not saying that it isn't possible.
    it would however, be extremely hard to manage and ensure that clients were paying their contributions.

    do you have a link to your councils website that says client contributions are deducted at source?

    the only way it could work was if the paid the exact cost of his services every month minus the £88 contribution, leaving you to pay this amount direct to the service provider
  • i dont have a link,sorry.I had been given a copy of the leaflet.It does not explain any further than that which is why i am under the impression that a cash payment from my son would not be fair when its taken from the budget of those that receive direct payments.
    If he has to pay then so be it,im not disputing that.

    possibly the contribution is subtracted from the amount paid via direct payments, but then the client would have to make up the difference.
    otherwise it wouldn't be a contribution would it?

    can you tell me the name of your council so i can look it up and maybe throw some light on the situation?
