They possibly can't run the payroll again but should be able to make a loan to her at a similar value to her net pay. When payday next comes around they would then do a paper exercise where they recall the loan but pay the hours owed. This straightens it all out for hmrc purposes.
She needs to put it in writing to someone senior at payroll and copy her head of hr and her manager.
If this fails to work she my need to put in a grievance. To start with I'd keep it factual and polite.

The truth is, it will take longer to enforce payment (and given she has less than two years employment) than it would to take legal action.. All the advice you have had is good - but it may not produce the pay. So the most valuable advice is "join a union". Stuff happens. It shouldn't but it does. This is the shot across her bows- things go wrong and when they do, you need a union

She should write Application to Accounts department, in case of no reply, she should talk to Department Head to know exact issues and proceed accordingly thereafter
