Not been paid....

Posting for a friend:
She works for a department of a local authority who pay wages on last working day of the month.
She wasn't paid on Friday and queried with her manager.
Her manager had sent her time sheet to the department head, along with everyone else's from the same office. The Department head signed them all off and sent it to payroll for processing.
Everyone else in the office got paid, but payroll are saying they never received my friends timesheet. They have since been sent a copy, but are saying they cannot process it until next payday unless our department pay the extra charge that it would incurr. My dept head has said no, as it wasn't their fault.
Where does my friend stand as she cannot last until the end of November?

What does her contract say? If it promises that the firm will pay her at the end of each month, I suggest she writes to HR or to the most senior person in the firm, with an itemised list detailing how much failure to pay will cost her in interest in the month and mentioning the words 'Small Claims if necessary'....Ex board guide. That sounds like nonsense to me, an employer has a duty to ensure wages (or at least the basic wages less expenses/commission/overtime) isn't unduly delayed and clearly waiting to the next period because it will incur a charge is a non excuse.

As far as i know, it is by post - not sure if that is royal mail or the company internal mail though.0 -
She should go to her union and have them deal with it. And if she is not in the union, she could reflect that this is one of those times when being in the union is helpful.0

This is nonsense. The two departments are quibbling over an internal charge, and in the meantime your friend has no money to live on. She should be paid, and then the two departments left to wrangle over whose fault it was.
She needs to contact someone higher up to get this resolved immediately. Since it is the council, I would immediately Email one of the councillors, stating the above, and ensure that both her manager and payroll are copied in. Hopefully it will have the desired effect.0 -
How they sort this out internally is not your friend's probblem. They should pay her and have their internal fight afterwards.
Unless the delay was her fault (for example, if she submitted her time sheet late) then they have no excuse for suggesting that their admin issues should have any impact on her at all.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0
