PolicyExpert telephone ploy.

I rang PolicyExpert to tell them not to auto renew my home insurance. The menu gives two options, option one if you wish to renew your policy, option two if you are thinking of cancelling your policy.
I pressed two and after several minutes of listening to music and a recording saying they were very busy I hung up and rang the number again, this time I pressed one and was surprised to be immediately connected to an operator.
Is this a deliberate ploy by PolicyExpert to make it difficult to cancel your policy.
You can renew your policy online but they do not offer a way to cancel online.
