I suspect Little Max is right and you are paying in arrears, they now want you to pay in advance.0

Update for those that helped me. Spoke to HA yesterday afternoon. Last month, October, I received a text asking that I contact the HA urgently. I did immediately. They asked why I was ringing, I didn't know. Turns out my rent had not been paid. Logged on to bank and it hadn't. I set it up incorrectly I think. I paid the rent straight away and apologised. This was the 2nd week in October. All seemed fine and paid Novembers payment over phone on 4th.
Apparently, because my rent payment was late in October this is why I was served this notice. I have never been late before and it was rectified as soon as I was aware. Still my fault, I know.
Yet even though the letter was in reference to Octobers late payment. It was postmarked 4th November and app the text last month was my prior correspondence.
I have asked what happens now and they said nothing. Don't worry about it. Disregard the letter.
Honestly don't understand it all but fingers crossed that's it.
I have followed the call up with an email for confirmation
Many thanks for those who took the time to help and reply.0
