repair water damaged ceiling

hi there,
Have had a quote to repair water damage from my flat to the flat below.
The quote was to repair the living room ceiling and coving with "1 coat of zinner stain block to water mark areas. Fill holes, sand down and apply 2 coats of white emulsion."
The ceiling is approx 20m2. £380
Does this sound reasonable? Was way more than I was expecting. Cheers for any advice.
