Struggling to fill out the claim form!

Infuriatingly, this claim form (Tax Credits Claim 2015) has got me all tied up.

Our situation -

I work one job, 37.5 hours a week
Wife is F/T stay at home mum to 2 children, 2 years & 1 month

Specifically, it is question 1.13 that I am confused by, I don't think the wording is particularly helpful:

Is one of you working 16 hours a week or more and the other person is incapacitated, an inpatient in hospital, in prison either on remand or serving a custodial sentence or entitled to Carer's Allowance?

To show who is incapacitated, an inpatient, in prison or entitled to Carer's Allowance, put an 'X' in one box only.

The options are You or Your Partner.

But neither of those answers make sense?! Yes I am working more than 16 hours, but if I put an X in that box the form then assumes my wife is one of those other things, which she isn't.

If I mark her box, she isn't working 16 hours and I am none of the other things.

How do I answer that question?! :eek:
