Forwarding letters

Can anyone tell me if it is still OK to forward letters to people who no longer live at my house by just changing the address and not affixing a stamp?

I don't want them to be charged by Royal Mail !

I used to do that when post came for our kids after they left home; I don't think anything's changed recently.

You mean charged for the service of delivering their mail?
