Whoops! failed to read the top line of the document. Unfortunately for the OP it is still 28 days.

Thanks for your help. If anybody else comes across this thread, it's not 28 days. I asked when they had to be sent out by, not when they had to be received by.
(4) Subject to paragraph (6), a regulation 10 penalty charge notice may not be served later than the expiration of the period of 28 days beginning with the date on which, according to a record produced by an approved device, or information given by a civil enforcement officer, the contravention to which the penalty charge notice relates occurred
It's 28 days to have the pcn "served". That is to say, if the PCN documentation you receive is dated on the letter 28 days after the incident - then they are too late, because the post will take at least a day to "serve" the notification.
I asked because there is an article which mentioned they were too late sending them out 14 days after the incident, and ours were sent out 16 days after.
