The most likely result, should Mr Plod spot you and take exception would be...

TS50 - Failing to comply with traffic sign (excluding ‘stop’ signs, traffic lights or double white lines) or
TS70 - Undefined failure to comply with a traffic direction sign

Both would be three point fixed penalties.

I doubt it if Mr Plod knew what he was doing.

A Road Closed sign is not a no entry sign.

If somebody put a Road Closed sign at the end of a cul de sac would you or would you not drive down it?

If other staff use the "closed" road then Mr Plod would probably just assume you were staff.

Well they have "ROAD CLOSED" signs in place but easy (and designed) to pass. I suspect it won't be long before people do start just ignoring them.

Methinks something along those lines might just happen at some point.

On the one hand people might say the Council is between the proverbial, but, it's difficult to see that what's happened here is anything other than permission was given to close the road for a purpose, for a set period of time; that time was taken and the company who asked for it turns round and says "We haven't started the work yet" or "We changed our minds" or whatever they still "Need" the road closure, having not done one iota of the "Work" on the original TTO.

That is a convenient stretch of road. I remember using it quite often when working down that way a few years back.

One thing, the last time they had major rebuilding works at the plant, the road remained open throughout the works - It was actually quite fascinating watching the new elements of the plant take shape. :)
