The seller cannot include Tax (VAT) in their price as they cannot be responsible for collecting tax due in another country as they have no obligation to pass it on.

Yes but if the seller is using the global shipping programme then the postage and vat charges are rolled into one,so no need for any further charges.

If you read the link you provided it explains in all in full.

If you read the link that is what the global shipping programme does. Ebay UK know what VAT and duty is chargeable in the UK so add that onto the bill and act as Middle man for the buyer. It works on larger purchases but be warned, they don't bother with the lower limit exemptions so if you buy a cheap item through the GSP they charge you regardless.

Well, the opposite is happening to me. Item is above exemption limit, and they didn't apply any import taxes including VAT, hence the original question...

You won't see it as a separate charge but see Soolin's post on 1st November. The postage charge you have paid for GSP includes all of the costs and Ebay should be paying the VAT from this.

Quite possibly Ebay spin it through Ireland or Luxembourg and a series of tax havens to avoid proper payment but HMRC will not be chasing you.
