The article is correct - I can remember the advert for it an still have a copy somewhere.As for the second paragraph - I am not so sure. There was a fairly recent article about this which made some good points - i.e. understanding the actual purpose of FOS and also considering the experience of the ombudsmen themselves.
As far as the ombudsmen are concerned, some are good but I remember one who, when FOS still got the case, was working in a call centre for something that was nothing to do with Financial Services. He upheld the complaint but the investment in dispute was owned by a trust and he awarded the redress to the trustee who complained personally - doh!0
