Housing association problem

Hi there,
I have a friend who is in a bit of a pickle with their HA. They are in a mid terrace, 3 bed house.
They are a pensioner on benefits and are in arrears with their rent, this is already in a repayment plan. They are a bit of a hoarder and not exactly good at maintaining the property.
The HA originally complained to her about the front garden, which has been tidied up. When they came to inspect the garden, they came into the property and criticised the state of the house. They then said they would offer a move to either a small bungalow or assisted living property and they would clear her arrears. The HA then left saying she had 1 week to give an answer to if she was prepared to move or not. The HA also said they were going to return in two weeks to inspect the house.
She hasn't been given any of this in writing.
Where does she stand?
Where can she go for proper support?

She can only be evicted by a court - does she want the stress of this?
Offering more appropriate accomodation sounds sensible and generous. She should agree.
Offering to write off her arrears is..... very generous - why is she not biting their hands off!!!?
She can get advice from Shelter. Or a local advice centre.
Her options are to
* agree, when they contact her, accept help clearing the house, and move
* say and do nothing - they will probobly then start written proceedings
* negotiate. Depends what she wants...? Pay off the arrears, clear up the property and stay put?0
