Letting Agent Misplaced Deposit and Didn't use DPS

My brother has spent £1200 on solicitors and court fees so far and feels like he's personally footing the bill for their way into a council house. - Is this a fixed fee, shopping around you can get this for about £500-600
On Friday they told him they were suing for 3x the deposit but they've forgotten that they not only received but signed a copy of the deposit information at the beginning of their tenancy. As if getting a council house isn't enough, they're trying to make some extra money. - Well he has nothing to worry about then does he?
It's just so sad, he's trying to do some good in the world for a cause about which he's passionate. He's in awful, stressful surroundings with people who really are suffering and in what little free time he gets, he has had to deal with these first world-privileged exploiters back home. - Perhaps he should stop being a landlord?
