Parking with 2 wheel on pavement :(

Hi all,

Pretty sure i will have to pay up this £55 PCN for being "Parked with 2 or more wheels on or over the footpath or any part of a road other that a carriageway (partly on footway)".

The only caveat i have is that i was party parked on the dropped kerb entrance to my workplace (Enterprise Rent A Car), I litterally parked the car as the below picture went into the branch by disarming alarm and opening shutters to retrieve the key to open the gate in picture and bring the car in, Took no longer than 3 minutes but by the time i got back to the car i had the PCN and the enforcement officer was nowhere to be seen, Is there any sort of time limit they have to observe that i will not be returning to the car? as the ticket says "observed from 09:59 to 09:59", then again i am aware it may not require a time limit on observation as i was parked partly on the footway, Not that this is an excuse but ironically the reason i did it was because there was a car parked on the road further down and i was opposite a junction so me putting my wheels on the kerb meant more space for passing motorists.

Is it even worth appealing? should i ask them for proof just to drag it out a little longer? if it helps it was Havering council.

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).

    PePiPoo has an excellent success record in dealing with council tickets.

    To give the council its full name The London Borough of Havering. The bit in bold is your problem because of London's blanket ban on pavement parking and councils using that as a earnings generator.
  • Thanks for the replies, I have now also posted on that other site, I am pretty sure i will have to pay it but may try to appeal and ask for their proof of the parking offence and hope that maybe they did not follow procedure.

    I hope you showed in your new topic there, pictures of both sides of the PCN, or they can't assist. Show us a link to your pepipoo thread and make sure if you didn't include pics of the PCN *BOTH SIDES* you add a 'reply' with that now to bump it to the top.
