no shower water

Had bath retiled and went to turn shower on but no water apart from.a few dribbles. Tiler said it was working befure he left but this is the first time I've checked. He said if all taps are open it should be working?
I've got 2 red valves which us what he's referring to. One in living room Cupboard and one jn kitchen cupboard. How do I know they're open as he says? Left turn all the way.
All other eater taps jn flat are fine.
