Best journal/diary software?

I'm thinking of starting a personal journal, and was wondering what's the best free journal/diary software available just now? For use on my PC only, nothing online (unless it's secure/trustworthy).

I have MS Office 2013, and looked at Journal, but there's not much about it, Googling.

There ought to be dedicated programmes?

If the question is a little vague, it's because I don't know what's out there feature-wise.
