Nursing Care allowance delay

My father has been in a care home for 6 months now but has still not been assessed for the basic Nusing allowance for which he will obviously qualify. This is around £110 per week. We have queried this several times but the Home say that they are chasing the relevant department and have about 6 residents who need assessing. In the overall scheme of things, it may not seem very important with fees at £4k per month, as it is backdated but , although I have no reason to think my father will not live for a few more years, I can't help thinking that many people when they go to a care home do not survive too long and if someone passed away before this was sorted, I would think it would be a difficult task to try and claim the money and many would not feel it was worth the effort. The cynic in me wonders if this could be a rather shoddy cost cutting measure by the hard pressed Local Authorities. Anyone else had this problem?
