A Hotel in NY - Help

Hi,
Need some help.I'm planning to visit NY in October and not sure where to stay and how to book a hotel.I should stay close to Madison Sq garden so I thought of booking Hotel Pennysilvania.But I have a collegue of mine who has had a nightmare there last year, he's utterly disgusted with the hotel and the Online travel agent (hotels.com).So I'm a still be uncertain what to book.
Pls recomend me any budget hotel in this area and a reliable travel agent.This is my first visit to NY!!.
