Athena Overdue reminder - didn't receive original PCN in post

Hi
We have received an overdue reminder from Athena Parking for overstaying in a LIDL carpark by 18 mins back in August. This is the first communication we have received from Athena and so have missed the 28 day appeal period through no fault of our own. I have had a read through some of the info on the forum and as they are claiming keeper liability under POFA ("under schedule 4 of the POFA 2012 as the registered keeper of the vehicle you are liable for the full parking charge which is now overdue") but we didn't receive the original notice within the 14 days stated, am I right in my understanding that they can't claim keeper liability?
As I didn't receive the original notice and have missed the appeal stage I'm not sure what first steps with this should be? They are demanding £90 which seems excessive and the letter threatens debt collectors or further legal proceedings which worries me. Should I send the template appeal letter anyway and just add a para that I haven't received the original notice?

Yup, just treat this as the notice to keeper and respond with the template.0

as well as responding with the template, complain to lidl customer service and webpages, with proof of patronage (like bank statements or receipts) once you make contact and demand a cancellation0
