It's only when there are traffic jams. They don't want jams in the tunnels, that would be incredibly unhealthy, so they make sure the tunnels flow freely and the jams are held outside.

We drove to Argegno on Lake Como in May, it was a fab journey, our outward journey was north lincolnshire to Dover then an overnight B&B(day 1), 8 am ferry crossing to Dunkirk & drive to a fab chambre d'hotes in Battice in Belgium (day2), then drive to southern black forest in Germany and overnight there (day 3) then drive to Mullheim in Germany & overnight (day 4) then finally, through Switzerland to Argegno on Lake Como on day 5. Not the quickest route but fab scenery. We did a slightly different route back calling in Austria, Luxembourg, Germany & France, with an overnight at Chez Gina's at Auchy au Bois before catching an 11.30 am channel crossing back to the UK. Plenty of driving but we did visit 7 countries and saw some excellent sights. We did avoid most toll roads but opted to go through the Gotthard tunnel in Switzerland & I think the vignette was about £28.50. HTH
