Can a user block others from using internet?

I live in the Philippines and my neighbour in the next apartment allows me to use his wi-fi internet for a share of the monthly cost. I usually pick up the signal with no problems although it does drop out occasionally for short periods. However after the latest typhoon's high winds his internet went off for 4 days until the engineer came round to fix and reset his broadband modem. Now I can't pick up his wi-fi even though my laptop (vista) says I am connected to it by its username (although 'unknown network' name has also been added to the username). Under networking and sharing centre in control panel here is a red cross between network and internet. His unfriendly Filipino wife is more savvy than him with these matters and I wondered if she had a word to block me. I have been through all the troubleshooting methods.

modem factory reset by engineer , and change of router ID and password to default , dunno , just a thought0

Has he changed the wifi network name? (SSID). If yes then you'll be trying to connect to a network that no longer exists.
Has he changed the wifi key? If yes then you'll be connected to the network but not authenticated.
Tell him ... no network access, no money.0 -
Not sure how Vista works for networks but if you open the network and sharing centre can you see how many WiFi networks are available? If SSID name has been changed maybe you can identify which one is your neighbours - but you still need his password, unless he/she has kept it the same.0

Is it possible that he still has no internet? Sounds to me like you are connecting to his WiFi but it isn't connected to the internet.0

I wonder if his router has MAC filtering turned on but does not have your MAC address added to the whitelist.0
