Bought house, still not sold the other - 2 lots of Council Tax...

    It's hardly pedantic to point out the fallacy of your main justification for considering committing fraud, i.e. that you're not getting the services you're paying for.

    If you changed it to your main residence it would clearly not be fraud, however, that is not what you stated in the OP:
    One thought I had was to say that I was living alone in the more expensive house, which is actually empty. This would (perversely) net me a 25% discount.

    My main justification for not wanting to pay 2 lots of council tax is I don't want to pay 2 lots of council tax.

    My main justification for not paying income/NI/ Fuel/ VAT/ Council Tax is I don't get a good service ergo for what ever reason I want to avoid paying my dues like everyone else, I am special.

    OP it is clear cut when it comes to Tax, you either fit the criteria to pay or not. Pay tax like the rest of us, it's not a choice, it's law

    Now if you don't want to pay then good luck with the HMRC not making a new hole for you.

    Does this sentence actually say anything? Did you read it after you typed it?

    If you're saying you don't want to pay council tax on properties YOU own, I don't want to pay tax on my income either. Why should you be treated any different to the rest of us?

    I guess the point is he can live in one property and his wife can live in the other and they can save 25% of their council tax. I suppose you could do a job share with your partner and reduce your income tax that way, it is up to you to arrange your tax affairs in the most efficient way for you, within the law of course. An example is we have two buy to let properties one in my name and one in joint names this is the most tax efficient way for us to do it and is how we originally set up mortgages. I don't agree with people breaking the law but don't see why we should pay more than we legally have to.

    There's the difference in your case, tax efficient/avoidance compared to Tax evasion which is illegal.
