Hi just wondering if some can help, I have read through the post for the newbies but am abit confused regarding one bit of it, it states that 'If they are a firm which alleges 'keeper liability' under the POFA 2012 (which they don't have to) the a postal PCN has to arrive by day 15 if there was no windscreen ticket'
I got the PCN through the post on 19th October, it was issued on the 14th October but the concentration date is the 27th September? Does that mean it's over the 14 days so I'm not liable?
Any help would be great thanks

I think you are correct in your assumption, but you should appeal on all available points, not just non POFA compliant using the template appeal letter in the Sticky thread fro NEWBIES without revealing the identity of the driver.I married my cousin. As long as it wasn't a NtK following a windscreen PCN which has a different timescale.0

Well yes - but they'll pursue the keeper on the assumption the keeper was driving (DO NOT SAY TO THEM NOR TO US ON THIS THREAD!!).
I did put in the Newbies thread 'they don't have to' meet the deadline. This late Notice just means you have a non-POFA PCN they'll pursue with letters anyway. It's up to you if you bother to appeal, I would not with Excel, I would stay right under the radar and only take seriously actual court papers (rare).
But others would suggest 'appeal and lose' (because you would) an IAS appeal at the kangaroo court Excel's Trade Body shamefully offers - this is discussed in post #3 of the NEWBIES thread. So, please read about it first so you know you are making an informed decision.
NO-ONE HERE SAYS PAY!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The keeper is NOT liable as keeper.
Old POPLA would throw this out on that point alone, we wait to see what new POPLA will do.
If you deny being the driver on the day and IAS reject that (as they have done in the past) then no court would take the same stance.0
