It’s an option I’ll look in to, thank you. I have spoken to my uncle since posting this, and he thinks applying for a passport would be the best option to start with, so we’ll have a chat when we see him.

As far as I understand, he hasn’t claimed any sort of benefits for well over 2 years. I think the address part is going to be the most difficult to sort out sadly, but it’s definitely worth giving HMRC a call to try and get something. Thank you

But would he be able to just request a replacement without any proof that he is who he says? If they send it to the address on record, it won’t get to him and I assume he can’t just change an address over the phone (judging from when I’ve done so in the past, they don’t make it easy).
I am 99% sure he won’t have any bank statements. He hasn’t accessed the account for about 2 years now and I doubt very much he set up online banking. But even if he did, the address on the account wouldn’t be correct anymore =/

He more than likely isn’t on the electoral roll full stop and if he is, it won’t be correct.

Yes, this is the problem as I suspect even if he is registered anywhere, it will be from several years ago and won’t be correct.

Do you see any issues with using my address for this? I don’t want any issues with someone else being linked to me – I know that sounds a bit selfish, but I live on my own, so don’t want any complications with council tax etc.
Sorry if it sounds like I’m being difficult, I really do appreciate all your help, there just seems to be obstacles in the way whichever route we try!
I was discussing this with my sister last night and we were wondering if there was a way of setting up an account under our name that he can access until a time where he is able to open his own? But then I don’t want to risk our credit scores being affected by this.

You could look at a basic account for them with no credit or ask your bank about a joint account again with no credit on it, Then allow him to get sorted out back on er and has income and outgoings to show who and where he is based.
They did once do a post office account and not sure if it is still on offer but it could be opened with paperwork from the benefits office stating that you are so an so.0 -
