UKCPS window ticket received

My sister very gingerly presented me with a ticket this morning she had received on my car after visiting the bingo during the week.
The permit for parking seemed to have been knocked off the dashboard by a friend as they got out the car and was on the floor or seat and a ticket issued for not having a valid permit on display.
Ive been through the Newbie Sticky but wanted to ensure I do the right thing and get bespoke advice.
The UKCPS are a member of the IPC, is this advice for them as well - appeal around day 20 using the template?

The latest advice is, in the case of AOS MEMBERS ONLY, AS LONG AS THEY ARE NOT BANNED FROM GETTING DVLA DATA* appeal online or by email at around day 20 after a windscreen ticket but as the KEEPER, not driver, using the template below

First question is where are you based? If Scotland, completely ignore and don't contact them, if England or Wales, hang on for advice from the forum experts.0

Maybe appeal around day 18 in the case of an IPC member as their appeals system sets a 21 day time limit. Still appeal as keeper though.0

I challenge this 'PCN' as keeper of the car, on these main grounds:
a). The sum is disproportionate, does not represent a genuine pre-estimate of loss, nor is it a core price term.
b) The sum is extravagant and unconscionable and cannot be justified.
c). There is no evidence that you have any interest in the land. I will complain to the landowner about your aggressive ticketing.
d). Your 'Notice' fails to comply with the POFA so there can be no keeper liability.
e). I believe that the signs were not seen/are ambiguous and the predominant purpose is to deter so there is no contract to pay this charge, which is a penalty.
In order to resolve the dispute I enclose a copy of the driver's permit to park, in date for that day as they were a genuine customer of the (bingo in question).
Formal challenge
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 or cancel the charge. I will only appeal further if you offer POPLA, the only independent ADR with a scrutiny panel and trained Assessors. The 'IAS' offered by IPC firms will not be used, for well-documented reasons.
Breach of CCRs
I hereby give notice of withdrawal from this alleged 'contract' which was never properly offered nor expressly agreed. This 'contract' is cancelled and any obligations now end.
I have kept proof of submission of this appeal and look forward to your reply.

NO not special post , just first class with free proof of postage from the PO counter , PPCs have a habit of using mail drop addresses or simply refusing anything that might be a summons
1st class is deemed to be received after 2 working days

This company appears to have a problem with v.a.t.
If, as they claim, this is contractual charge, it is a fee for parking, and thus vatable. Have they accounted for vat on their paper work? If not it becomes a breach of contract. No vat is payable but it can only be sufficient to compensate them for losses arisingfrom the breach, i.e., no staff uniforms, N.I. contributions, no electricity, business rates etc., a GPEOL in fact. In many cases this loss amounts to nil.
When you get the NTK, ask then for a vat invoice. If they ignore your request, (which they probably will), it is a useful stick with which to beat them if it ever gets to court. You could argue ex turpis causa.

Doesn't matter they will reject it anyway. And yes, post it 1st class & get a free certificate of posting receipt from your friendly PO Counter.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
