Can someone suggest an app for Android (preferably free), that will let me Video Chat with people, on different OS's?

Thanks.

You already have an app that'll do it - Google Hangouts. Anyone can video chat with you through the same app on their Android devices, Web Browser or iOS Device.

As well as video calling, it does voice calling (Over web to other hangout users), instant messaging (To over hangout users) and also SMS Messaging. It's a great app, but I've found using it for SMS Messaging it gets a bit laggy after a few weeks.
