Hi All, Newbie here, as I'm sure my question will demonstrate!
This morning, 17/10/15. I received a PCN from Lambeth Council for performing a prohibited turn on 24/07/15. This seems a phenomenal length of time to take to prepare this action.
I've read elsewhere that there's a limit of 28 days by law, but I'm unclear whether this relates only to static offences (i.e. parking)?

We tend to specialise in private parking tickets here but pepipoo.com are the experts on council and road traffic offences so you would be better posting your query on there.

Who is registered keeper.
Does it mention Traffic management act 2008 ?
If it is you has there been any keeper or address changes and have you kept the envelope.I do Contracts, all day every day.0 -

TMA 2008 section 10 states the penalty charge must be served within 28 days (you need the envelope) and the notice to keeper must be sent within six months.

Offence on 24/07. This is a notice for a moving traffic contravention.
Observed by a camera, with some footage hosted online.

Envelope ?
It contains either a franked coded date or a postmark, both are legal proof of postage and very important in arguing late service.
Also does it state "reminder"I do Contracts, all day every day.0 -
Envelope is a standard brown style. Pre-paid, no franking date.
The letter is marked 15/10/15 though, so no doubt that it's a recent dispatch.
No 'Reminder' markings, have been at this address for a long time and this is the first such contact from Lambeth Council Parking about this incident.0 -

Why's he even going to need the envelope if the penalty charge notice itself is dated 15 October so more than 28 days after the infringement?
And aren't you jumping the gun about the Traffic Penalty Tribunal, the OP hasn't even appealed to the council yet!0
