who is responsible for damage

5 years ago council contractors carried out work on their property they did damage to residents home, council called to home to take photos and drag it out so long that insurance date pass to claim on house insurance, now council and contractors say that there was no damage and not paying out. Is there any redress that can be taken.:T

yes by council officer but that person left and they said no photo lots of emails tho now said they are not responsible...want to if it possible to pusue this...0
