Registered Keeper Vs Mole Valley PCN

Hi Everyone,
This is my first post and to be honest, I am a little lost as to what I can do... all answers point to NOTHING.. JUST PAY!
To give you a bit of background, I sold my car on 25th January 2015 to a builder. I sent off the usual documents to the DVLA, the V5, chnage of ownership papers and all that. Months went buy and I didn thear anything and I heard nothing from the new owner so I thought everything was ok.
On 1st September I recieved a PCN from Mole Valley Council for Dorking High Street. A little bit baffled, I called the council and they had made steps to identify the owner and I was still the registered keeper. The women from the council was very helpful and they called me back with details of what to do. I sent a letter explaining the circumstances and enclosed the details of the new owner (thankfully kept his address and contact details).
I then made steps and contacted the DVLA who were suprisingly helpful although they had'nt recieved the Log Book and Ownership details. I sent them a letter with the new owners details and in return they sent me an Acknowledgment that I was no longer the leagal owner. PROBLEM is that they have dated it for 1/10/2015 - 9months after the sale.
I recieved another letter from Mole Valley Council and they have refused my appeal because I cannot provide confirmation from the DVLA that this is the case and they are unable to transfer the debt to the person who is the registered keeper at the time of the offence"
I need to pay £70 within 28 days or the charge will increase to £105. Failure to do so will involve a county court to recover it.
I have no clue as to what i can do, what i do know is that I need help and I am worrying!!!
Any advice would bet great. I understadn this case may be quite niche!

Go to pepipoo forum, start a new thread, get advice form the experts and win the appeal at Adjudication stage which IS listed as your way forward. The rejection letter will have spelt out your further appeal options. No-one here or on pepipoo tells you to pay this:

Yes, you can do as CM advises, but would it not be more simple to sort it out in writing with the DVLA, copying in Council.You never know how far you can go until you go too far.0

I quite agree that Pepipoo are best placed to advise on this matter and hopefully they will advise that the local authority appears to be negligent is exercising their DISCRETION.

Herbie is from Bailiff Advice Online and she was agreeing with me. Herbie was merely adding a few key words relevant to bring to the adjudication - which the OP MUST go through!
They have no choice if they want to avoid the PCN rumbling on to bailiff stages. Before I got busy with other things I did used to post on pepipoo every day as SchoolRunMum so I do 'know' Council ticket stuff too. And you have to follow the appeal process, even in cases like the above where a person was not the keeper on the day in question.
Mad I know, but it's a case of 'if you snooze you lose' if a person misses an appeal stage EVEN in this situation.
Wrting to the DVLA is secondary to following due process to get an Adjudicator to see sense and tell the Council to get lost re the PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
