Tenement Roof repair in Scotland - advice

Hi all

I'm a flat owner of a tenement of 4 (two up, two down) in Scotland. Two of the flats are council-owned and the other is privately owned.

We require a roof repair as a few tiles have slipped and water is leaking into the attic above my flat. As the council owns 2 of the flats, they are going to carry out the work but have quoted me as being responsible for one half of the costs of repair rather than one quarter.

They say that I'm liable for one half because the tiles which require repair only affect my flat and the one below, not the two flats at the other side. The water is getting into only my attic and not the other side but I understood that the roof as a whole is common "scheme" property and that all owners benefitting from the roof are commonly responsible for repair.

Can anyone confirm for sure either way what the law is on this?
