I spoke to a friend today who said they were surprised that the service was not done as part of the repair I.e. It should not be charged separately. He also said that he was surprised that the diagnosis was included in the price (as the plumber is now doing the repair). Is he right?0

If you don't want the boiler serviced then ask for this to be removed from the quote. I am somewhat surprised, however, that there is no reference to system inhibiter as I assume that the system will have to be partially drained to fit the diverter valve.This is a system account and does not represent a real person. 3 port valves are usually fitted with a stop valve on both sides, so very little water is lost from the system if they are removed
The metal body is very robust, it's the 'Clip-on' motor pack that usually fails.
Replacements cost around £60 and can be fitted in well under an hour0 -

Incorrect! Isolation valves are not normally fitted around a three port and definitely not in the OP's Potterton HE 85 CP boiler.

IIRC, this is a diverter valve on a combi, not a 3 port valve on a conventional system with a hot water tank.
Pretty standard repair on a 13 year old combi, though the parts seem expensive.

Bit like expecting a service included in a battery replacement .
Diagnose cost depends upon how the plumber likes to present his bill .0
